The forty year long negotiation between the Russian Federation and the Kingdom of Norway was a long process and a step-by-step approach to diplomacy. Even though the negotiations were mainly of bilateral nature, international agreements played an important role. Furthermore summitry played a significant role to reach the three diplomatic momentums that I claim took place. Although bilateral summitry between Norwegian and Russian Heads of State/ Prime ministers were shown to be the most essential for the success, multilateral diplomacy were important in order to give the representatives the possibility to talk informally about the disputed issue with less attention from the public.
